General Practice of Law. My main areas of practice include trials and appeals in federal and state courts; public utility law; education law; property tax law; administrative hearings; real estate; and general corporate and commercial practice.
From June of 1981 until December of 1985, I practiced with James A. O'Leary, Esq. under the firm name of O'Leary & McElroy in Providence. Mr. O'Leary subsequently became a partner with former Rhode Island Governor Philip W. Noel in the firm of McGovern, Noel & Benick, P.C. He then became a partner in Moses & Afonso, Ltd., and is now in solo practice.
From December 1985 until May of 1987 I was in solo practice in Providence.
From May 1987 until the present time I have practiced under the firm name of Schacht & McElroy in Providence. My retired partner, Robert M. Schacht, is the former Director of Business Regulation for the State of Rhode Island, and also was Executive Counsel to former Rhode Island Governor (and later U.S. Senator) John H. Chafee. His areas of expertise included all aspects of financial and corporate law and regulation and estate planning.
I am admitted to practice before all Courts in Rhode Island, Massachusetts and Tennessee; the United States District Courts for Rhode Island, Massachusetts and the Eastern District of Tennessee; the United States Courts of Appeals for the First, Fifth and Sixth Circuits; and the United States Supreme Court.
I regularly practice before the Rhode Island Public Utilities Commission and the Division of Public Utilities and Carriers, and I am an approved attorney for the Rhode Island Energy Facility Siting Board.
I am a member of the Rhode Island Association for Justice (formerly the Rhode Island Trial Lawyers Associations).
I am a past President of the Rhode Island Bar Association (2012-2013).
I am currently the President of the Rhode Island Bar Foundation.

Bio
Michael R. McElroy, Esq., is a partner in the Providence law firm of Schacht & McElroy. A graduate of the University of Rhode Island, he earned his law degree (with honors) from Boston University School of Law and his Masters Degree in Taxation (with honors) from Bryant University. He is admitted to practice in Rhode Island, Massachusetts, and Tennessee, as well as various United States District Courts, Courts of Appeal, and the United States Supreme Court.
He was the President of the Rhode Island Bar Association for 2012-2013, was a three-term Chairman of the Superior Court Bench/Bar Committee, and is a member of the House of Delegates. He is a Fellow of the Rhode Island Bar Foundation and a member of the Foundation's Board of Directors. He is a member of the Rhode Island Association for Justice. He is a former Special Assistant Attorney General and is outside Legal Counsel to the Rhode Island Personnel Appeal Board.
Memberships
In 2009, I was elected Secretary, and in 2010, I was elected Treasurer of the Rhode Island Bar Association, which has over 6,000 members. In 2011 I became the President-elect, and in 2012 I became the President.
